Proper pad size for proper rug bevel?

A customer is buying a new pad.
The rug is 37 inches x 168 inches.

I'm thinking the pad should be 34 x 165 or 164.

What are the accepted norms for rug size in regards to the rug size?

Correct. Do not include fringes in that length that you are subtracting that 3"

Usually 1-11/2 inches short per side.

Depends on the rug, and the pad thickness. You just want the edge of the rug to be able to drop enough to hide the edge of the pad.

A thick rug will hide the edge of 1/2 inch thick pad if the pad is 3/4-inch under per side, or 1-1/2 inch under the total size of the rug. the thick rug will usually hide a pad cut much shorter, so 3 inches under the rug size can work.

A thin rug will show the edge of the pad though, so needs to be cut more accurately. It always bugs me to see a pad cut three inches small under a flatweave - the rug equivalent of panty lines.
