No, that is how you luster wash a rug. Afte those guys have wet out the rug, they have poared basically chlorine bleach on and the rug. The paddles and bleach strip the scales off the wool's cuticle giving it a higher sheen. It also can alter certain color's in the rug and soften the overall patina of the rug. Its kinda of a cool process.
