mixing ratio question for pad cleaning some ice-melt

i'll be applying Release Liquid Prespray with my Cimex, and then extracting / rinsing with cotton pads & my Orbot using Hydramaster RinseFree Liquid, to attempt ice-melt removal.

the RinseFree Liquid says for a Portable to mix it at a rate of 1 oz. to 5 gallons of water.

is this the same ratio i should mix it in my Multi-Sprayer before extracting with cotton pads?
